The bicorne is the major headwear that appeared at the end of the 18th century, and was then worn by both civilians and military personnel. During the 19th century, it became a headwear reserved exclusively for state representatives, army officers, and police representatives. 

After Napoleon Bonaparte\'s coup d\'état on November 9, 1799, he revived the Intendants of the old regime in the form of prefects, and according to the established law, "the prefect alone will be in charge of the administration." The prefect appointed mayors and deputy mayors for communes with fewer than 5,000 inhabitants and proposed to the First Consul, later to the Emperor, the appointment of others. 97 prefectures were assigned to carefully selected men in 1800, often former revolutionaries passionate about order, discipline, and national greatness. Bonaparte would advise them: "Never be men of the Revolution but men of the government... and ensure that France dates its happiness from the establishment of the prefectures." It was these prefects who forged a solid territorial administration in France.
